
Jennifer serves as a Principal Division Manager in the Advanced Technology business unit and brings decades of experience leading the planning and execution of mega-scale semiconductor manufacturing projects worldwide. As the founder of a boutique consultancy focused on capital project optimization and digital transformation for high-tech construction, she draws on a distinguished career that includes multiple leadership roles at Intel Corporation.
Jennifer’s roles at one of the world’s leading semiconductor chip and component manufacturer ranged from Technical Assistant to the Vice President of Global Construction Engineering to Global Tool Install Engineering Manager, along with senior program and schedule management roles across nearly two dozen major fab expansions and greenfield builds in the U.S., Asia, Israel, and Ireland. Her deep expertise in delivering multi-billion-dollar capital programs, streamlining engineering operations, and aligning construction strategy with business outcomes further elevates SSOE’s global leadership in semiconductor tool install and advanced manufacturing.
Willard received her Bachelor’s of Construction Engineering from the University of New Mexico and holds a LEED certification for New Construction as well as an AGC Certificate of Management – Lean Construction. In addition to her professional achievements, she is actively involved in the Portland-area community, serving on the City of Wilsonville Planning Commission.
